New forum layout

Some of you might have noticed that there appear to be less forum categories than before. You're not crazy! I removed quite a few of them since they were mostly inactive. Hopefully we can concentrate on fostering discussion in our popular forums, and once the activity picks up a bit, we'll start expanding as we see fit.
